Understanding Connection Refused and Connection Timeout

Two common connection problems are a connection being refused and a connection timing out. They indicate different conditions.

Connection Refused

A connection-refused error generally means that the destination was reachable but the requested service was not accepting the connection on that port. Verify the server, port, and service status.

Connection Timeout

A timeout means the connection attempt did not receive the expected response within the allowed period. Network filtering, routing problems, an unavailable destination, or other connectivity issues can cause timeouts.
